A Connected Approach to Asset Management for DPIRD

The Department of Primary Industries and Regional Development (DPIRD) supports Western Australia’s vital agriculture, aquaculture, fisheries, and regional industries. With operations and facilities stretching across the state, DPIRD manages a diverse portfolio of assets — from vessels and artworks through to regional offices, laboratories, and plant and equipment. 

Historically, DPIRD’s Strategic Asset team managed this information across multiple, disconnected systems including spreadsheets, GIS tools, financial systems, documents, and even staff recollections. This fragmented approach created inefficiencies, inconsistencies, and challenges in accessing reliable data for planning, compliance, and reporting. To address these issues, DPIRD’s Capability and Performance (Business Services) division initiated a project to establish a unified, authoritative repository of asset data that would underpin better decision-making and align with the department’s Primary Industry Plan. 

DPIRD required more than just a database; it needed a platform that could consolidate its extensive asset base, deliver transparency for compliance, and support a transition toward proactive lifecycle management. Following a competitive procurement process, DPIRD selected Asset Vision in 2022. 

Asset Vision was chosen because it could: 

  • Centralise all asset data into a single source of truth accessible across the organisation. 
  • Support fair value assessment and financial compliance in line with government accounting standards. 
  • Provide a structured asset hierarchy and componentisation of building assets to improve valuation accuracy. 
  • Enable integration with GIS toolsets to bring spatial intelligence into asset management. 
  • Lay the foundation for real-time reporting dashboards via AV Data Services. 
  • Scale to support future inspections and lifecycle planning, including field-based workflows for vessels and buildings. 

With Asset Vision, DPIRD has implemented: 

  • A central Asset Register covering buildings, artworks, vessels, fleet, infrastructure, plant, and equipment. 
  • A Functional Location Hierarchy and componentisation of building assets, enabling more granular and accurate reporting. 
  • Tools to support fair value assessments and strengthen financial compliance. 
  • Asset audit and condition rating capabilities to support DPIRD’s ongoing asset management improvement journey. 
  • A roadmap for field inspections and maintenance management to extend the platform’s benefits to operational teams working across Western Australia.

The partnership with Asset Vision has significantly improved the way DPIRD manages its asset portfolio. By consolidating disparate systems into a single source of truth, the department has eliminated duplication, reduced inconsistencies, and improved the quality of its data. This has strengthened financial compliance, with transparent, audit-ready asset data underpinning regular fair value assessments and simplifying audit processes. Operational efficiency has improved, with staff spending less time locating and verifying data and more time focusing on planning and delivering asset management improvement projects. At the same time, renewal modelling and structured asset hierarchies have laid the foundation for proactive lifecycle management, helping DPIRD make better informed decisions to ensure efficient and effective utilisation of assets across their lifecycle. Ultimately, the platform has increased transparency and accountability, giving both internal stakeholders and external partners confidence in DPIRD’s asset management practices. 

DPIRD plans to continue expanding its use of Asset Vision. Upcoming initiatives include establishing real-time GIS integration, rolling out reporting dashboards to support executive decision-making, and deploying field inspection capability for vessels and building assets. Together, these steps will move the department further along its asset management improvement journey — from reactive processes to proactive, strategic lifecycle planning. With Asset Vision as its foundation, DPIRD is building a sustainable and scalable approach that aligns with its broader mission to support the growth and prosperity of Western Australia’s primary industries and regions.
