Intelligent Transport Systems maintenance and management, at scale, across Australia

With the increasing demand for real time monitoring information from transport networks, Intelligent Transport Systems (ITS) assets are growing quickly in volume and complexity. Traffic signals, variable message signs, CCTV, detection systems, fibre networks and tunnel safety systems are now core operational infrastructure for many road authorities. With that growth comes higher expectations for uptime, safety, traceability, and contract assurance. 

Across Australia, transport agencies and delivery partners are using the Asset Vision (AV) Platform to bring ITS maintenance and management into a consistent, auditable operating model. This case study highlights how the AV Platform is being applied for ITS-related maintenance and assurance through deployments including Venture Smart (Main Roads WA), TfNSW ITS and tunnel assets, and South Australia’s DIT maintenance management and surveillance model, supported by broader transport contract examples.

Asset Vision is supporting ITS-related maintenance and management across multiple transport environments, including: 

Western Australia: Statewide ITS and corridor technology (Venture Smart, Main Roads WA) 

Asset Vision was implemented in 2018 as the asset management platform of choice for Venture Smart in Western Australia, a joint venture between Ventia and Johnson Controls. Venture Smart uses the AV Platform to handle planned and reactive maintenance for all Main Roads WA’s ITS and corridor technology assets across Western Australia as part of the Statewide Electrical Infrastructure Services Contract. This includes: 

  • 1000 traffic signal intersections 
  • 350 street lighting installations 
  • 3900 electronic school zone signs 
  • 500 roadside assist help phones 
  • 517 CCTV cameras 
  • 46 variable message signs 
  • 310 vehicle detection systems 
  • 534 Bluetooth travel time units 
  • 250,000 m optic fibre network 

These assets are spread across one of the largest and geographically distributed transport networks in the world, with 18,400km of road network spread across 2.5 million square kilometres. This contract demonstrates how the AV Platform can successfully manage high-volume ITS portfolios, enabling consistent maintenance and reporting at statewide scale. 

New South Wales: TfNSW tunnels, lift bridges, and related ITS assets 

In early 2019, Asset Vision was rolled out across Transport for NSW (TfNSW) Regional Maintenance. Building on that adoption, TfNSW expanded the AV Platform across Northern Tunnel assets, including St Helena Tunnel (Pacific Highway, near Byron Bay) and the Tugun Bypass Tunnel (Pacific Motorway, under Gold Coast Airport). Both tunnels undergo routine maintenance every three months, covering inspections of critical operating and safety systems. Asset Vision worked closely with the Northern Tunnels team to configure the platform to operational requirements and migrate data relating to the Asset Register and Maintenance Standards, supporting a consistent, auditable maintenance approach in high-criticality environments.

South Australia: DIT maintenance management and surveillance across four zones 

In South Australia, the Department for Infrastructure and Transport (DIT) manages maintenance delivery through service provider contracts across four zones covering 13,000 km of sealed, 10,000 km of unsealed roads, 742 bridges, and over 100,000 electrical assets including lighting and variable message signs. 

Following a competitive tender process, Asset Vision was awarded a contract to provide a maintenance management system (MMS) used by the road maintenance directorate to order work from industry partners, and for surveillance officers to provide assurance over work undertaken across the state. 

Within the AV Platform, DIT maintain a comprehensive, componentised asset register of all transport related assets including the ITS and lighting asset classes. Cameras, Flash Units, Poles and Bases are all tracked with relevant attributes and spatial information, allowing reactive and planned maintenance works to be recorded against the correct assets. This delivers significant asset management and operational benefits including the ability to pinpoint assets with recurring failures and identify those requiring early renewal to optimise lifecycle costs and maintain service performance. 

Work conducted by DIT’s contractors is seamlessly integrated into the AV Platform, providing DIT’s surveillance and contract management teams full visibility of planned and completed works across the South Australia. By centralising all contractor activities within the AV Platform, surveillance teams gain complete online and offline access to contract records, supporting timely, thorough inspection of completed works to ensure high-quality outcomes. This data is then ingested into DIT’s data lake, enabling automated analysis, actions, data enrichment, and connection to customised BI dashboards. 

DIT’s implementation demonstrates how the AV Platform enables assurance-driven maintenance governance and performance tracking across varied contractual frameworks, where surveillance and compliance workflows are essential.
