Unified Water Asset and Work Management for a Regional Utility
Rous County Council Modernises Asset and Finance Operations with Asset Vision
Rous County Council is a regional authority serving more than 100,000 residents across the Northern Rivers region of New South Wales. Responsible for Bulk water supply, Rural flood mitigation, and Biosecurity management, Rous operates critical water infrastructure across a large and diverse catchment.
To support its growing operational needs, Rous embarked on a digital transformation program to modernise its Customer Request, Asset management and Financial systems — a move that would bring data, people, and processes together on one cloud-based platform.
Finding the Right Solution
Rous County Council faced a familiar challenge for regional authorities — fragmented systems, manual processes, and limited visibility across key functions like asset management, finance, and customer service.
The council required a modern, integrated platform that would unify these functions, simplify workflows, and empower teams to make better decisions faster.
Working in partnership with Exco Partners, Asset Vision, and Microsoft, Rous selected a best-of-breed fully integrated solution that included:
- Asset Vision powers asset and work management, including asset management and financials, preventative and proactive maintenance planning, work order management and delivery, condition monitoring, inventory management, and Audits.
- Dynamics 365 Business Central for finance and HR
- Dynamics 365 Customer Service for CRM
- Microsoft Fabric and Power BI for analytics and reporting
Delivering Simplicity and Scale
Asset Vision was chosen to power Rous’s asset and works management, providing a centralised system for asset data, maintenance planning, and field operations.
Through this implementation, Rous gained:
- A comprehensive asset register accessible across departments
- Integrated work order management linked to finance and inventory systems
- Improved field mobility, allowing staff to capture and update information from anywhere
- Real-time dashboards and reporting through Power BI and Microsoft Fabric integration
- GIS connectivity for spatially enabled asset management
This architecture allows Rous to manage asset lifecycles from field inspection to financial closeout — all within a secure, cloud-hosted environment.
Building a Future-Ready Foundation
The project, delivered collaboratively between Rous, Asset Vision, and Exco Partners, focused on usability and scalability. Each component was designed with local teams in mind — ensuring that field crews, finance teams, and leadership could all access the same data and insights at a glance.
According to Marius Dragan, Client Delivery Manager, the solution was designed to be “easy to manage and configure, and intuitive for end users” — bringing a step change in visibility and efficiency across ROUS’ asset operations.
Outcomes and Impact
The adoption of Asset Vision will deliver significant results.
- Greater transparency across asset and financial processes
- Streamlined inspections and work management, reducing manual entry and duplication
- Improved data quality for planning, delivery and compliance
- Faster reporting cycles, with integrated dashboards replacing static spreadsheets
- Scalability for growth, supporting future expansion and integration with new systems
Ultimately, the new solution will support Rous to continue to shift from reactive maintenance towards a more proactive, insight-driven model — strengthening long-term service delivery and community resilience.
Looking Ahead
Rous County Council continues to expand its digital ecosystem, exploring predictive analytics and automation opportunities across its asset portfolio. With Asset Vision as the foundation for asset and works management, and Microsoft Dynamics powering finance and CRM, Rous is building a smarter, more connected organisation equipped to meet the challenges of a changing environment.
